This prepares work for speeding up gcmole infrastructure by adding
more checks and testing.
- Add a presubmit check that verifies gcmole directives in gn files.
- Simplify gcmole directives in gn files. Drop all but the
architecture property as the others were unused. Simplify regular
expressions.
- Fix some gcmole directives (fly by - only on untested
architectures).
- Add a python test for the changed function in gcmole.py. There's
no other testing yet and this starts somewhere. The test simulates
real BUILD.gn files via checked-in test data.

Currently, v8_presubmit uses the system version of depot_tools for C++
and JS linting. This is an issue for branches which rely on a specific
depot_tools version for linting. This CL proposes the use of the
depot_tools version defined in DEPS.
This change was evaluated in https://crrev.com/c/3571813. The first
v8_presubmit attempt uses the system-defined depot_tools version, while
the second attempt is rebased on this CL and uses the DEPS defined
version.

This fixes all Python3 problems in scripts and tests running via
v8_presubmit.py. It includes:
- Test runner
- Release tools
- Perf runner
- Torque formatter
- V8's main presubmit
On bots, v8_presubmit is run with vpython, hence we also add
the required dependencies. After the Python3 migration, most
of the transitional code in this CL can be removed again.

This modernizes python code without breaking Py2 compat.
Ran with command:
futurize --stage1 -w predictable_wrapper.py
futurize --stage1 -w run-num-fuzzer.py
futurize --stage1 -w run-tests.py
futurize --stage1 -w v8_presubmit.py
This only adds the absolute import, which use these semantics. It
doesn't do anything differently in our case, these scripts are already
doing absolute imports. But with these changes, running `futurize
--stage2` will be less messy.

This skips gay-*.cc cctest files for lint checking. The files
contain 99.9% data not structures. Alternatively, maybe the
data could be moved to non-cc resource files.
This speeds up v8_presubmit without caching locally from 39s to 23s.
This is how it's executed on the continuous CI builder.

Cpplint usually checks for non-const reference arguments. They are
forbidden in the style guide, and v8 does not explicitly make an
exception here.
This CL re-enables that warning, and fixes all current violations by
adding an explicit "NOLINT(runtime/references)" comment. In follow-up
CLs, we should aim to remove as many of them as possible.

d8 treats files with the .mjs extension as modules instead of
classic scripts. Thus, the `// MODULE` pragma and its corresponding

These are added as mjsunit tests for now since they haven't been merged
to the spec repo. When that happens, the wasm-spec-tests testsuite can
be updated to include these tests, and the tests in this directory can
be removed.
This CL also adds the test/mjsunit/wasm/bulk-memory-spec directory to a
list of directories that aren't checked for copyright (since these files
are auto-generated).

This enable test suites to check which test driver framework is used.
When using number fuzzer on mjsunit, we add a JS file that
switches off the optimization-state assertions.
Checking intrinsic state is not feasible on the number fuzzer and in
the past, we needed to skip tests on demand, which is a maintenance
burden. The main function of the fuzzer, to check for dcheck errors and
tsan issues, is retained.

Presubmit script complains when an unformatted Torque file is submitted.
This CL automates the formatting process of the Torque files.
Presubmit script is run before every 'git cl upload', the workflow will make
sure that the upload is canceled, but the files are formatted.

Procs return the result by increasing recursion through result_for.
This CL eliminates that mechanism from the Processor interface and uses boolen
return values for sending tests to signal success or the failure to load the
test into the execution queue.

This current fails, since {mmap} fails with EINVAL for empty mappings.
The destructor already has special handling for a {nullptr} mapping, so
we can just use {nullptr} for empty files. We get a similar error on
windows, and can fix it the same way.
On order to make presubmit checks happy, we have to skip copyright
checking and checking for terminating newlines for empty files.

We define a TestFailedError exception and raise it when we can reliably detect
that a test has crashed. All other exceptions are treated as infra failures and
are captured by the try-catch clause in MainWrapper function.
This also fixes all tests in run_perf_test.py, run_tests_test.py and makes sure
that both are run on any changes in tools directory.
