Allow CrossThreadPersistent and its weak form to access ASAN poisoned
memory from the GC entry points.
In general, payloads of to-be-finalized objects are poisoned until the
finalizer actually runs to avoid accidentally touching that payload.
In the case of cross-thread handles, these may need to be cleared by a
different thread before the finalizer actually runs. In order to clear
those references, the slot needs to be unpoisoned.
This is issue is ASAN-only and does not affect production or other
debug builds.

On-heap hash maps in blink are limited to Member types and non-traceable
types. The only exception to that is TraceWrapperV8Reference. Thus
ephemerons can have non-gced traceable values. This values should not be
pushed to the marking worklist since we expect everything in the
worklist to be marked and not in construction (but these values don't
have an object header).
Instead, when getting a non-gced value we should immediately trace it.
This is only relevant to ephemerons. Any other case would go through
Trace(const T&) that dispatches to the TraceTrait.
Blink has 1 use case of HeahHashMap from WeakMember<ScriptWrappable> to
TraceWrapperV8Reference.

Adds a cross-thread reference for strongly and weakly retaining
objects on a thread other than the thread that owns the object.
The intended use of the reference is by setting it up on the
originating thread, holding the object alive from another thread, and
ultimately accessing the object again on the originating thread.
The reference has known caveats:
- It's unsafe to use when the heap may terminate;
- It's unsafe to transitively reach through the graph because of
compaction;

This is ensured by locking the whole atomic pause from entering to

This CL move ProcessWeakness() into FinishMarking() which allows to
nicely scope the upcomming lock from EnterAtomicPause() to
LeaveAtomicPause(). The alternative is requiring the caller to ensure
proper locking which is harder than ensuring that the Marker is

The issue was passing SentinelPointer (== +1) through T*.
The fix is disabling cfi unrelated cast diagnostic for the bottlenecks
(Get()). This means that nullptr is treated the same as
kSentinelPointer.
The alternative would be a DCHECK that Get() does not return
kSentinelPointer and adjusting all Member and Persistent logic that
uses Get() to work on void*. This is quite intrusive as it involves
Swap(), heterogeneous assignments, comparisons, etc.

- Fixes includes to be relative to include/ which allows embedders
to just add V8's include directory to get started.
- Adds public target for the library as "cppgc".

A few notes:
1) Oilpan is a generic library, meaning that it can work with arbitrary
user types. The library is split in type-aware (include/) and
type-erased (src/) parts. The former comprises a lot of code that still
needs to be defended with dchecks;
2) Macros are prefixed with CPPGC_, so that they don't clash in the user
code with similar macros from other libraries;
3) The macros simply forward requests to V8 so that dcheck handlers can
be configured uniformly;
4) The CL doesn't contain CHECK_EQ and friends, but they can be added
later if needed.

Provides the infrastructure to register weak callbacks for
WeakMember<T> through visitor. The WeakCallbackInfo broker is used to
query objects for liveness. In a future CL the same broker object is
passed to custom weak callbacks.
