2f7c192676 Get rid of recursive locks for job based recompilation 
For flushing the input queue, use the input queue lock. Introduce an
explicit refcount to make sure we don't delete the thread object before
all jobs are finished.

40a1f82238 Introduce --job-based-recompilation flag 
The implementation is not yet complete, it doesn't support blocking yet,
and doesn't collect statistics.

This things will be fixed in follow-up CLs.

d07a2eb806 Rename ASSERT* to DCHECK*. 
This way we don't clash with the ASSERT* macros
defined by GoogleTest, and we are one step closer
to being able to replace our homegrown base/ with
base/ from Chrome.

a4506cd3f2 Move platform abstraction to base library 
Also split v8-core independent methods from checks.h to base/logging.h and
merge v8checks with the rest of checks.

The CPU::FlushICache method is moved to CpuFeatures::FlushICache

RoundUp and related methods are moved to base/macros.h

Remove all layering violations from src/libplatform

56a486c322 Use full include paths everywhere 
- this avoids using relative include paths which are forbidden by the style guide
- makes the code more readable since it's clear which header is meant

2a4be7067c Refactor the compiling pipeline. 
Goals:
 - easier to read, more suitable identifiers.
 - better distinction between compiling optimized/unoptimized code
 - compiler does not install code on the function.
 - easier to add features (e.g. caching optimized code for osr).
 - remove unnecessary code.

b8dd056fa2 Improve queuing for concurrent OSR. 
Specifically, this includes:
- Encapsulating data structure for osr buffer into CyclicBuffer
- Use the new CyclicQueue instead of UnboundedQueue to queue new jobs.
  We can enqueue and dequeue a CyclicQueue on both ends in O(1).
  This allows us to add OSR jobs to the front for lower compile latency.
- Dispose osr buffer by one stale job per GC to avoid leak

71ba8c5fb4 Retire concurrent recompilation delay for non-stress testing. 
Instead, we block concurrent recompilation until unblocked. This makes
affected tests more predictable and run shorter.

10b45a5bc4 Less aggressive polling when concurrently compiling for OSR. 
Changes include:
- completed concurrent OSR tasks trigger a stack check interrupt.
- polling for completion is now guarded by a stack check.
- circular buffer for completed OSR tasks instead of list.

151e514930 Simplify installing concurrently recompiled code.

fead0d0600 Cleanup Semaphore class. 
Drop the previous Semaphore class from platform files.

Add new Semaphore class using the new TimeDelta class for
the WaitFor() operation. Consistently assert correct behaviour
for the different implementations.

Improve test coverage of the Semaphore class.

e76482f2da Cleanup Mutex and related classes. 
Drop the previous Mutex and ScopedLock classes from platform files.

Add new Mutex, RecursiveMutex and LockGuard classes, which are
designed after their C++11 counterparts, so that at some point
we can simply drop our custom code and switch to the C++11
classes. We distinguish regular and recursive mutexes, as the
latter don't work well with condition variables, which will be
introduced by a followup CL.

These classes are meant to replace OS::Ticks() and OS::TimeCurrentMillis(),
which are broken in several ways. The ElapsedTimer class implements a
stopwatch using TimeTicks::HighResNow() for high resolution, monotonic
timing.

Also fix the CpuProfile::GetStartTime() and CpuProfile::GetEndTime()
methods to actually return the time relative to the unix epoch as stated
in the documentation (previously that was relative to some arbitrary
point in time, i.e. boot time).

The previous Windows issues have been resolved, and we now use GetTickCount64()
on Windows Vista and later, falling back to timeGetTime() with rollover
protection for earlier Windows versions.

adab11d0f9 Revert "Cross-compiling from Linux to Android requires -lrt for the host toolset.", "Fix Visual Studio debug build after r16398." and "Reland "Add Chromium-style TimeDelta, Time and TimeTicks classes, and a new ElapsedTimer class."" 
This reverts commit r16398, r16399 and r16402 for breaking the Windows
WebKit tests. Will reland fix which doesn't use High Resolution Timer
for ElapsedTimer (we suspect QueryPerformanceCounter overhead is
responsible for test breakage).

03375a68d7 Details wrt parallel recompilation. 
This includes:
- actually release handles kept by compilation info when compilation completes.
- do not use parallel recompilation on single core CPUs.
- artificially delay parallel recompilation for debugging.
- fix outdated assertions wrt optimization status.
- add "parallel" option to %OptimizeFunctionOnNextCall.
