variable in addition to "foo", allow definition of rules on a negative

This makes js-fuzzer use %OptimizeMaglevOnNextCall in 30% of the
times when optimization patterns are chosen. Other probabilities
of the function-call mutator are tuned a bit to keep using
%OptimizeFunctionOnNextCall proportionally similarly to before.
(~ some round number preferences... exact choices might not matter
much, since the original probability choices are rater arbitrary
anyways)

ShadowRealms have a callable boundary: there cannot be any edges between
objects in the ShadowRealm and those from other realms. V8's
prepareCallStack API breaks this invariant via getFunction() and
getThis(). This CL makes those functions throw when called inside
ShadowRealms.

Before this change, the mutation order of js-fuzzer was hard-coded
and always executed in the same order. This e.g. prevents certain
mutation interactions. E.g. in the typical V8 pattern:
%Prep(foo);foo(N);foo(N);%Opt(foo);foo(N);
This gets typically inserted by the FunctionCallMutator, but none
of the arguments N would get mutated later, since e.g. the
NumberMutator is executed earlier.
This change adds an experiment that makes the top-level mutation
flow more flexible. With a probability of 20% each we now also:
- Shuffle the different mutators.
- Run a few random extra mutators after the first round.
We annotate the output files with comments if the experiment was
chosen to easier analyze later if interesting new bugs were found.

Add gen-static-roots.py to conveniently re-generate the static roots
table when it needs changing.
Additionally, ensure the first read-only page is allocated as first page
during mksnapshot, to move static roots closer to start.

Reflect the code attribution (in particular, "attribute non-functions to
JS functions") in the timeline view, which visualises the distribution
of each code kind. This allows easier visualisation of which tiers are
active, ignoring stubs that are shared between tiers (like ICs).

Asm.js code (translated to Wasm) is valid by design, do not try to
validate it.
This is achieved by fully populating the {validated_functions} bitset
for asm.js modules. To make this safe(r) we do not allow to change the
origin or a WasmModule after initialization, which requires some
refactoring mostly in tests.

This will allow bugs such as crbug.com/1394403 to be found much easier
by fuzzers as it will cause d8 to compile every function twice and to
verify that the resulting bytecode is the same.
In order to not lose fuzzer coverage of e.g. lazy compilation, this CL
also adds --lazy and --no-stress-lazy-source-positions to the fuzzer
configurations to be chosen with a small probability.

This replaces the dummy values for the crash analysis. We use the
stack parser from ClusterFuzz to extract the crash type and state from
the stderr of the output and we store it in the test results. We also
added some tests to check the functionality with some example stderrs.

Test ids would get an uniform format between different kinds of tests:
prefix//test_id//suffix
- prefix:
- empty for regular tests
- or 'special test' token, as in 'numfuzz'
- test_id is the full name of the test as generated by test runner:
- suite_name/path/to/actual/test_name
- suffix is anything a test runner processor might want to add to the name:
- numfuzz processor will add 'analysis' of a numeric value

TSLint has been deprecated and so the presubmit script will not
run because of tslint:recommended. Removing this allows the
explicit rules to be run but does not properly fix the use of
TSLint. Also fix the issues that do not pass the linter.

Promoted pages are iterated to record slots containing old to new and
old to shared references. This takes a significant amount of time during
the atomic pause.
Instead we offload this task to the concurrent sweepers, record slots to
a local cache, and merge it when finalizing sweeping.
Array buffer sweeping depends on iteration of promoted pages, so it is
frozen until iteration is done.

The test is failing due to a bug in dbghelp.dll. I don't think there's
anything we can do about that except disable the test until we've
upgraded to a fixed version.

This adds new modes to run gcmole on multiple hosts:
- collect: Parse source files and store partial raw call graph in
a binary output file.
- merge: Read multiple partial call graphs stored by 'collect', merge
them and store the gc-suspect information.
- check: Use the stored suspect information to check source files for
problems.
The modes 'collect' and 'check' support sharding parameters, so that
each shard runs on a deterministic fraction of the source files.
The previous way of running gcmole locally is unchanged as 'full'
run. All modes also support the --test-run parameter, running against
a test double.
The parameter to reuse suspects is removed as the new 'check' mode
makes it redundant.
This also adds python tests to verify most additions for merging
call graphs and for distributing source files to shards.
The new API is used on the infra side via the gcmole_v3 config, which
we configure now in parallel to the previous version to test for
equality.
Based on the builders.pyl change, these additions also run on the
v8_linux_rel trybot on this CL.
