This adds a new status file indicator "HEAVY" to mark tests with high
resource demands. There will be other tests running in parallel,
but only a limited number of other heavy tests. The limit is
controlled with a new parameter --max-heavy-tests and defaults to 1.
The change also marks a variety of tests as heavy that recently had
flaky timeouts. Heavy also implies slow, hence heavy tests are
executed at the beginning with a higher timeout like other slow tests.
The implementation is encapsulated in the test-processor chain. A
new processor buffers heavy tests in a queue and adds buffered tests
only if other heavy tests have ended their computation.

We used to recompile WasmCapiCallWrappers whenever they were
needed, but never garbage-collected them, which caused a memory
leak when many short-lived instances of the same module were
created. This patch makes the wrappers cacheable and caches them,
which avoids both repeated compilation effort and the unbounded
memory growth.
Drive-by cleanup: unify WasmCapiFunctionData with the other
Wasm*FunctionData classes by making it inherit from WasmFunctionData.

tldr: This adds an on-demand comparison with x64 when a difference to
a non-x64 build is detected.
Normally foozzie compares the baseline build (just ignition), with
two secondary builds. One, the default, always uses the shipping
configuration, the second passes additional flags. Both can use a
different architecture than the baseline build as well.
Differences between ignition and turbofan are then often detected
independent of the architectures used, but reported several times
(for each compared architecture).
This makes the reporting more specific, by running another build on
demand that uses the baseline architecture, but otherwise the same
configuration that showed a difference. If it shows the difference as
well, the baseline architecture is used for the report.
As a result only pure architecture differences will be reported with
an architecture other than x64.
This also adds some minor refactorings to reduce the code complexity
when looping over comparisons.
For testing this, the fake-d8s are extended with different behavior
for different flags passed. We add two test cases for testing:
x64 vs. ia32 with difference in x64 and ia32
x64 vs. ia32 with difference only in ia32

This CL adds features to pack/unpack map words.
Currently V8 cannot store extra metadata in object headers -- because V8
objects do not have a proper header, but only a map pointer at the start
of the object. To store per-object metadata like marking data, a side
table is required as the per-object metadata storage.
This CL enables V8 to use higher unused bits in a 64-bit map word as
per-object metadata storage. Map pointer stores come with an extra step
to encode the metadata into the pointer (we call it "map packing").
Map pointer loads will also remove the metadata bits as well (we call it
"map packing").
Since the map word is no longer a valid pointer after packing, we also
change the tag of the packed map word to make it looks like a Smi. This
helps various GC and barrier code to correctly skip them instead of
blindly dereferencing this invalid pointer.
A ninja flag `v8_enable_map_packing` is provided to turn this
map-packing feature on and off. It is disabled by default.
* Only works on x64 platform, with `v8_enable_pointer_compression`
set to `false`
