Turbofan's instruction scheduling is currently only enabled for
mksnapshot and has thus little test coverage. This CL introduces two
new test variants, "instruction_scheduling" and
"stress_instruction_scheduling", and activates them on a selection of
bots.

It was confusing to silently run test262 only in the default variant with
a switch on the infra side. We'll remove that switch in a follow up and
explicitly configure the testing variant for test262 in builders.pyl.
