The macro has been deprecated since 2016, and it keeps confusing me, so
let's just remove it completely from the code base.

This moves the static handle() helper function to handles-inl.h as
it ultimately depends on handles-inl.h anyway. To make this
possible, also move some other code to -inl.h files and split up
some header files into a -inl.h part.

Strictly speaking there are some left in api.cc, but they are in
deprecated functions with non-deprecated alternatives.
Apart from changes made using tooling, this also modifies
FieldType::AsClass to return Map* rather than Handle<Map> and converts
its call sites to create the Handle when they need it - currently
several sites immediately dereference the Handle.
Also marks WasmDebugInfo as NeverReadOnlySpaceObject so GetIsolate and
GetHeap remain usable.

see crbug.com/841460 , we recently hit some build issues when using
Goma + jumbo builds because of a conflict on the definition of CONST,
v8 defines it in globals.h and including windows.h also defines it. It
should be possible to fix this by adding a bunch of #undef CONST but it
seems a little bit hacky and might not always work (this could only fix
the problem temporary if the jumbo merge limit changes and cause some
include files to get included in a different order).
Renaming the v8 definition of CONST to kConst, this follows the
style guide guidelines: "there is no reason to change old code to use
constant-style names, unless the old names are actually causing a
compile-time problem"

I also had to turn the PropertyConstness enum into an enum class to
avoid some conflicts (both PropertyConstness and VariableMode define
kConst).

Methods in the runtime that enumerate over properties should never deal with private symbols. Most commonly such methods only loop over enumerable properties. This fix avoids accidentally handling private symbols in methods that only deal with enumerable properties. Methods that need to look at non-enumerable properties as well still have to manually filter private symbols (e.g., the KeyAccumulator).

This replace HeapType with a dedicated class that implements just what we need for field type tracking. In the next CL, I plan to remove FieldType::Iterator because FieldType can iterate over at most one map.
The ultimate plan is to get rid of templates in types.(h|cc) and remove type-inl.h.

This tries to remove includes of "-inl.h" headers from normal ".h"
headers, thereby reducing the chance of any cyclic dependencies and
decreasing the average size of our compilation units.
Note that this change still leaves 7 violations of that rule in the
code. However there now is the "tools/check-inline-includes.sh" tool
detecting such violations.
