This Cl updates the various dependencies and the test file outputs.

226d837d7e HLSL: Use same logic as GLSL for picking cbuffer block name.
HLSL just picked the variable name which did not work as expected for
some users. Use the same logic as GLSL and set up declared_block_names,
so the actual name can be queried later.

de33d89074 Add explicit in/out locations everywhere.
Needed for newer glslang. With Vulkan semantics for SPIR-V, all
locations must be explicitly defined.

17d88ca928 Add compatibility option for PointSize in HLSL.
If we opt-in to it, PointSize can be ignored to avoid more annoying
workarounds.
