SkStrikeSpecStorage is the centralized class for creating different sets of
SkScalerContextRecs/Effects for different text rendering methods.
It is initailly called SkStrikeSpecStorage, but as a last stage will be
renamed to SkStrikeSpec as it encompasses the current functionality of
the existing SkStrikeSpec.
I'm breaking up a much larger prototype for this CL and several
following CLs. The prototype is at:

Local Skia and DDL recording will always attempt to reduce opList splitting.
Android, Flutter, Google3 and non-DDL Chrome will not.
Note that this is a bit aggressive. Intermediate flushes based on memory usage have not yet been implemented.
The plan is to run this locally in Skia until the next Chrome branch and then enable it everywhere else (when intermediate flushes have been implemented).
OpList splitting reduction in Chrome is disabled in the following Chrome-side CL:
https://chromium-review.googlesource.com/c/chromium/src/+/1588756/ (Disable opList splitting reduction in Skia)
It is disabled in Android in:
https://googleplex-android-review.git.corp.google.com/c/platform/external/skia/+/7259923 (Update #defines to suppress Ganesh features in SkUserConfigManual.h)
It is disabled in Flutter and Google3 w/in this CL.

- various compile.sh simplifications
- tweak tools/embed_resources.py
- update gn/find_headers.py to write paths from the top
- update gn/gn_to_bp.py SkUserConfig.h layout
so that #include "include/config/SkUserConfig.h" always

This approach eliminates a lot of edge cases where ops (e.g., the SmallPathOp) are treating their proxies in a special manner (i.e., just holding a raw ref and never adding pendingIO). Given that the atlas managers are managing the lifetime of the proxies there is no reason for the GrResourceAllocator to be aware of them.

Still only works with the GL backend. For other backends,
need to add similar logic to the shader caching, and some
extra checks in Viewer to force the SkSL flag on.
But in GL, this lets you toggle the checkbox and see the
SkSL / GLSL at will (and edit in either form).

Original change's description:
> Add explicit GrSurfaceProxy flag to skip explicit resource allocation
>
> This approach eliminates a lot of edge cases where ops (e.g., the SmallPathOp) are treating their proxies in a special manner (i.e., just holding a raw ref and never adding pendingIO). Given that the atlas managers are managing the lifetime of the proxies there is no reason for the GrResourceAllocator to be aware of them.

This is a variant of drawPaint but is automatically clipped
to the bounds of the most recent saveBehind buffer (axis-aligned bounds).
No public exposure.
Impl is pretty simple (its a variant of drawPaint)
- find the most recent saveBehind device bounds
- if there is none, draw nothing, else
- temporarily intersect the device's clip with that bounds
- drawPaint
- restore the clip

Yet another surprising finding when looking at ARM code generation is
that passing these values to functions by const& does make a difference,
even when fully inlined. I can only guess that the compiler's somehow
more sure that way that the values won't change? Anyway, convert all
skvx functions that take Vec arguments to take const Vec& instead.
This tweak is enough to let the natural implementation of mull()
actually produce good code generation, so I've promoted that to SkVx.h
and added a unit test. Notice in the NEON case we've got a base case at
N=8 and two recursive cases, one down to 8 as usual when N > 8, but also
one up to 8 when N < 8.
This also is another big speedup for ARMv7 NEON, bringing it to nearly
the same speed as ARMv8 NEON on the same device.

The two existing external users of SkPaintFilterCanvas always end up
making a copy of the paint when the canvas is in use. As a result, the
extra overhead of doing COW is being wasted. In general, it seems easier
for users to optimize by simply not using the filter canvas when it
won't be making any changes. Also, no users are using the 'Type'.
After users are updated to this new API, the old onFilter can be
removed.

We don't want to just disable the "ccpr" path renderer anymore (or
whatever it should be called), because we are adding an MSAA
implementation. This new cap will eventually tell ccpr whether it can
use coverage counting, or if it should just use the MSAA impl.

We want GrResourceCache to be able to track which resources are held by
refs (as opposed to pending IOs) so that it can track the affect of
flushing on resource purgeability. Therefore, all cases that can add the
first ref to a GrGpuResource must funnel through GrResourceCache. This
lays the groundwork by restricting initial refs.

This differed from the separate versions in that it snapped to zero.
It was also strictly worse than calling the two separate versions.
Most clients don't need the snapping, so just call the two existing
functions. For clients that need the snapping, call new variants of
each that do snap.
