c0bd9f9fe5 rewrite includes to not need so much -Ifoo
Current strategy: everything from the top

Things to look at first are the manual changes:

   - added tools/rewrite_includes.py
   - removed -Idirectives from BUILD.gn
   - various compile.sh simplifications
   - tweak tools/embed_resources.py
   - update gn/find_headers.py to write paths from the top
   - update gn/gn_to_bp.py SkUserConfig.h layout
     so that #include "include/config/SkUserConfig.h" always
     gets the header we want.

6943689ab4 clean up includes
Prepare SkRegion.h, SkShader.h, SkStream.h for documentation.
Name params, add trailing commas to enum member list,
move or remove some public SkRegion.h stuff.

SkRegion gets a minor overhaul to move some pieces
to private: or SkRegionPriv. The intent is to preserve the
current code so that the fixes for documentation do not impact
performance or code size.

d98f78cd01 alternative no anonymous enums
Anonymous enums play havoc with documentation;
there's no name to refer to. It may be that all
enums may either be named or replaced with constexpr
without breaking anything. Try replacing all
anonymous enums in include/core to see what happens.

This names SkCanvas::SaveLayerFlagsSet but leaves
SkCanvas::SaveLayerFlags as a uint32_t, to reduce
risk as compared to review.skia.org/123584.

There's also some chance that external linkage will
break if some client refers to anonymous enum in a way
that could require its address: see
https://stackoverflow.com/questions/22867654/enum-vs-constexpr-for-actual-static-constants-inside-classes
(This CL does not require definitions + declarations)

Brought bookmaker docs in line with this change.
This also tripped over missing code in bookmaker
handling constexpr so added that as well.

7d022e099b Always use raster pipeline for SkSweepGradient
Add an opt-in mechanism (SkShader::isRasterPipelineOnly) and switch
SkSweepGradient to always-RP.

This also repurposes the existing SK_LEGACY_SWEEP_GRADIENT guard.

44d3279b41 Make SkCreateRasterPipelineBlitter() not fail.
Mostly this is about extending the fallback in SkShader::appendStages()
to cover more cases, and making sure subclasses call appendStages() so
they can get the fallback, not onAppendStages() directly.

We still need to watch for SkShader::makeContext() failing in the
fallback itself, so sadly SkShader::appendStages() may still fail.

2814d91486 clean up SkShader friends
Many SkShader subclasses are only friends to use makeColorSpace().

Our usual solution to this is to add a method on SkColorSpaceXformer
that calls makeColorSpace() for us, so that only SkColorSpaceXformer
needs to be a friend.

Just a refactor.  No image diffs.

26368c3300 Minimize computeTotalInverse()'s inputs
The helper doesn't need a full context rec - it only looks at the CTM
and external local matrix.  Pass these explicitly instead.

6cc6ae7573 SkColorSpaceXformer: Add SkShader::makeColorSpace()
Just a refactor - reimplements the shader xforms with makeColorSpace().

11 gms have diffs.  Some are down to floating precision.  The old
implementation would go float->fixed->float in some cases.  Others
are due to improvements with gradient shaders inside local matrix
shaders.
