Remove flags and all string in JSLocale
This does not change the logic of Intl.Locale constructor
but only the way we store the information.
Preparation for logic rewrite that sync with latest spec.

This is a reland of 007c003426
In the original commit below, the permutation of testing combinatino
test/intl/regress-8413.js take too long to complete in the TSAN
and fail by TIMEOUT. Therefore we fix it by splitting up the test to
smaller tests, one for each property type in Table 5 of ECMA402.

- Fix ParseBCP47 to return just the extension. The second argument to
substr function is actually the length, not the end position of the
substring :')
- Remove extension keys that aren't part of the relevant extension keys
- Use 'ca' as an relevant extension key for DateTimeFormat
- Use the canonicalized locale tag after create the ICU locale is
created, rather than the input locale tag.

correctly implement the spec. Change the implementation by refactoring
the JSNumber::FormatToParts and delegate part of the
JSRelativeTimeFormat::FormatToParts to call the new refactored function.

In Chromium tree, ICU is rolled to 63.1. And, auto-roller will soon
try to roll ICU in v8 to 63.1. Due to a nodejs trybot issue,
autoroll needs a manual intervention. In the meantime, this CL
will get rid of other blocking issues for ICU update.
Prepare for the ICU roll by revising test/intl as following:
* Line breaking loose mode is now supported in the
Chromium's copy of ICU. Adjust the test expectation.
* ICU's uloc_* can handle overlong locale ids. Drop tests
that are not valid any more.
Once ICU is rolled, a couple of TSAN-suppressed tests can
be unsuppressed, but that has to be done in a separate CL.

- Get rid of an unnecessary call to uloc_canonicalize in js-locale.
- Do not use regex, but rely on ICU for the structrural validity check
with Chrome's ICU or ICU 63 or newer. Otherwise, continue to use regex.
This became possible thanks to a couple of bug fixes in ICU ToT that
were cherry-picked for Chromium's ICU.
Not yet done is to change js-locale to use CanonicalizeLocale().
That will make a few more tests pass.

The CHECK was introduced in d7ae63e6f2.
The first time the property got read by ToDateTimeOptions
and the test will cause the needsDefault in ToDateTimeOptions
be false. Then in step 22 of InitializeDateTimeFormat,
it will get all undefined and cause the
skeleton to be empty string. If we only pass in empty options, the
defaults will be filled by ToDateTimeOptions and won't cause any
CHECK failure.

Previously, DateTimeFormat.prototype.formatToParts returned an object
with the property key 'dayperiod' which is incorrect as per the spec.
This patch updates the property key to say 'dayPeriod', making this spec
compliant.

The ICU API for maximizing and minimizing a locale ID takes ICU format locale id as an input
so that a BCP 47 language tag must be converted to the corresponding ICU locale id.

The spec specifies that search and standard can not be valid values
for the collation extension keyword. Instead users are expected to use
the options bag to set the correct usage options.
But, ICU expects the usage option to be set through the collation
extension value.
In this patch, we set the usage option using the collation extension
value in ICU. For resolvedOptions, we filter out this extension value
using ICU to be spec compatible.
Previously, we stored the usage option on the JSCollator instance. But
this patch changes the logic to just look it up from the icu::Collator
when required. This saves one word of memory.
This fails a test262 that was incorrectly fixed. A follow on patch
will fix the test262 test.

This patch ports most of the Intl.Collator from JS to C++.
The Intl.Collator object no longer stores all the resolved
values. Instead these are looked up on demand as part of
Intl.Collator.prototype.resolvedOptions(), saving several words. In
the future, we can cache the result of the resolvedOptions as well.
In this patch, we use ICU to do parsing of the unicode extension in
the bcp47 language tag instead of using a custom extension parser.
This patch also fixes several spec compliance bugs as well.

they should be accepted as valid.

ICU maps a few grandfathered tags to made-up values even when there
is no preferred value entry in the IANA language tag registry. [1]
1. Check for grandfathered tags without preferred value upfront
and return them as they're.
2. Lowercase the input before structural validity check to simplify
check for grandfathered tag without preferred value as well
as regexps used in the structural validity check.
intl/general/grandfathered_tags_without_preferred_value is added and
intl/general/language_tags_with_preferred_values is changed to check
for case-insensitive matching of grandfathered tags.

Not all 2 or 3 letter language codes are canonical. Some of them need
to be canonicalized.
Specifically, exclude {jw,ji,iw,in} and all three-letter codes from the
fast path except for 'fil'.
{jw,ji,iw,in} are deprecated ISO 639 codes for
{Javanese, Yiddish, Hebrew, Indonesian}. They should be
canonicalized to {jv,yi,he,id}. So, do not return early
in the fast path, but pass it down to the full canonicalization.
In addition, there are 70+ deprecated 3-letter codes that need to be
replaced by their modern equivalents. Instead of checking and replacing
in v8, just pass them to ICU to handle.
Along with the following ICU change, two more tests will pass.

expectations about 5 grandfathered tags with no preferred value (e.g.

%GetDefaultICULocale() may return a more specific language tag (e.g.
"en-US") than what's available (e.g. "en"). In those cases, consider the

This is to fix an assertion failure in formatToParts when
Chinese calendar is specified with 'u-ca-chinese'.
See https://github.com/tc39/ecma402/issues/225 . This CL
is a temporary work-around to get v8 match the spec in terms
of the external behavior, but it's not taking the steps in
the spec, yet.
Moreover, the spec may have to be revised as to how to pick the best
match pattern when the default calendar for a locale is different from
the calendar specified via 'u-ca'. How to handle 'related year' part
also needs to be specified.

intl.js throws an exception when datetime-value to format is
Infinity or NaN, but there was a way to thwart the check.
Moreover, intl.js and runtime-intl.cc have unnecessary conversions
of 'Number->Date->Number'. I removed the unnecessary conversion
and made 'Number' be passed to %InternalDateFormat. With this
streamlining, the work-around mentioned above does not work
anymore.
Add a check in runtime_intl.cc for Infinity/NaN and throw a
RangeError.
Add invalid-time test for invalid datetime-values passed to
Intl.DateTimeFormat.format().

In certain timezones, being at noon UTC doesn't guarantee that
you'll be the same day in local time. This patch fixes that

http://unicode.org/cldr/trac/ticket/9943 added a new separate timezone
ID (Etc/UTC) distinct from "Etc/GMT" even though their behavior is
identical. This CLDR change led v8 to violate Ecma 402 requirement that
resolvedOptions().timeZone for DateTimeFormat be "UTC" for "Etc/UTC"
, "Etc/GMT", "GMT" and "UTC".
This CL made v8 compliant to Ecma 402 again.

CreateNumberFormat of src/js/i18n.js implements
http://www.ecma-international.org/ecma-402/1.0/#sec-11.1.1.1, but has a typo
in step 33a. The spec says that the default value for minimumSignificantDigits
should be 1, while the script set it to 0.
This CL fixes that typo and adds a test for that.

- In various named properties of the intl_impl_object_symbol value
As far as I can tell, these will never disagree with each other,
modulo bugs in Intl itself. This patch removes the second type
checking system.
This reland includes a fixed type check for
Intl.DateTimeFormat.prototype.formatToParts , which is the only Intl
method which is not bound. All future methods will follow this
pattern.
The second reland ensures that a newly inserted test is only run
if Intl is present.

ECMA 402 v2 made Intl constructors more strict in terms of how they would
initialize objects, refusing to initialize objects which have already
been constructed. However, when Chrome tried to ship these semantics,
we ran into web compatibility issues.
This patch tries to square the circle and implement the simpler v2 object
semantics while including a compatibility workaround to allow objects to
sort of be initialized later, storing the real underlying Intl object
in a symbol-named property.
The new semantics are described in this PR against the ECMA 402 spec:

With this change, WebAssembly.Memory objects have backing stores allocated as an
8GB region where everything beyond the size of the Wasm heap is inaccessible.
GrowMemory is now implemented by changing the protection on the guard regions to
make the new portions of the heap accessible.
Guard pages are not enabled by default, but this change adds a flag and a test
variant to make sure we get test coverage on them.

ICU now supports uppercasing in Greek via its regular uppercasing API.
So, there's no need to use a slow transliteration API for uppercasing
in Greek.

for some internal operations. However, this did not have the intended effect
as Intl only needs to split strings by strings, but String.prototype.split
has integration with Symbol.split for RegExps.
This patch replaces the calls of StringSplit in the Intl implementation
with direct calls to the %StringSplit runtime function to avoid the issue.

When I18N is enabled, use ICU's case conversion API and transliteration
API [1] to implement String.prototype.to{Upper,Lower}Case and
String.prototype.toLocale{Upper,Lower}Case.
* ICU-based case conversion was implemented in runtime-i18n.cc/i18n.js
* The above 4 functions are overridden with those in i18n.js when
--icu_case_mapping flag is turned on. To control the override by the flag,
they're overriden in icu-case-mapping.js
Previously, toLocale{U,L}Case just called to{U,L}Case so that they didn't
support locale-sensitive case conversion for Turkic languages (az, tr),
Greek (el) and Lithuanian (lt).
Before ICU APIs for the most general case are called, a fast-path for Latin-1
is tried. It's taken from Blink and adopted as necessary. This fast path
is always tried for to{U,L}Case. For toLocale{U,L}Case, it's only taken
when a locale (explicitly specified or default) is not in {az, el, lt, tr}.
With these changes, a build with --icu_case_mapping=true passes a bunch
of tests in test262/intl402/Strings/* and intl/* that failed before.
Handling of pure ASCII strings (aligned at word boundary) are not as fast
as Unibrow's implementation that uses word-by-word case conversion. OTOH,
Latin-1 input handling is faster than Unibrow. General Unicode input
handling is slower but more accurate.

The Intl object used to keep around functions which are bound to the
receiver and memoized in the object (as required by the ECMA-402 spec)
in ordinary properties with names like __boundformat__. This patch
instead stores those methods in private symbol properties, so they are
not exposed to users. A search in GitHub didn't find any uses of
__boundformat__ (whereas the same search found plenty of usages of
other V8 Intl features), so I think this should be fine in terms of
web compatibility.

NumberFormat previously just used a min of 0 digits after the decimal and a max of 3. This CL changes it so that we use the ICU currency data, and set the min and max to the number of numbers after the decimal point for each currency.
This CL also fixes a small bug where if the minimum fraction digits is above 3 but the maximum fraction digits isn't set, then it returns with only three numbers after the decimal point.
