c0bd9f9fe5 rewrite includes to not need so much -Ifoo 
Current strategy: everything from the top

Things to look at first are the manual changes:

   - added tools/rewrite_includes.py
   - removed -Idirectives from BUILD.gn
   - various compile.sh simplifications
   - tweak tools/embed_resources.py
   - update gn/find_headers.py to write paths from the top
   - update gn/gn_to_bp.py SkUserConfig.h layout
     so that #include "include/config/SkUserConfig.h" always
     gets the header we want.

4428f2c39f Remove SkScalarSinCos 
This differed from the separate versions in that it snapped to zero.
It was also strictly worse than calling the two separate versions.
Most clients don't need the snapping, so just call the two existing
functions. For clients that need the snapping, call new variants of
each that do snap.

d282860c94 get rid of SkScalarDiv 
It looks like it's possible to divide by zero safely in the one place
it's used, so I've replaced it with sk_ieee_float_divide().

f054b1766b Swap SkGpuBlurUtils over to using SkIRects 
We don't have to land this, but I found it more comforting for the blurring code to explicitly deal with SkIRects rather than SkRects with integer values.

fd0ecf46ce Add SkTPin. 
Currently there exist SkScalarPin and SkPin32, and in a future change
another version is desired. This change introduces SkTPin and changes
SkScalarPin and SkPin32 to use it.

167eb17cd6 Use SkTMin and SkTMax for clamp/pin. 
This changes SkScalarClampMax and SkScalarPin to use SkTMin and SkTMax.
This change allows compilers to more easily transform these operations
into fast max/min operarations as opposed to conditional branches.

6f90475632 Rewrite NaN checks in terms of SkScalarIsNaN() 
We are trying to replace Skia's NaN checker with our own in Mozilla,
so it would be nice to have to patch a single place by making sure
these NaN checks used SkScalarIsNaN().
