The gn variable ios_use_goma_rbe is ignored since the CL
https://crrev.com/c/2555117 landed, so stop overriding
it on the bots (it is now always enabled which is what

The new flags are
- v8_enable_atomic_object_field_writes that makes field write operations
relaxed atomic.
- v8_enable_atomic_marking_state that makes the marking state and the
write-barrier thread-safe.
The motivation is that we want to disable atomic object fields while
keeping the marking states thread-safe. This allows us to increase
TSAN coverage for background compilation and streaming tasks while
keeping the write-barrier used by the tasks thread-safe.

It's added on one CQ and one CI builder. The infra side specifying the
command line landed here:

For the command to succeed on swarming we instruct the isolate server
to archive the executable alongside with all the *.golden files needed
for the --check-baseline command.

{V8 Linux 64 - pointer compression} builder uploads dchecks enabled builds.
This CL creates a new builder that compiles V8 without dchecks enabled.
This CL uses the inverted naming predicate {without dchecks} to avoid renaming
the existing builder to {with dchecks} to avoid doing renames over multiple
repositories for a temporary builder that we'll remove after the ptr compression
merge to master.

Even though we override chromiums UBSan settings in our own BUILD.gn to
include all sanitizers, vptr is still excluded. The reason is that
the vptr sanitizer requires RTTI to be enabled.
The "is_ubsan_vptr" flag will enable RTTI as well as some linker flags
to export libc++abi symbols. Both are required by the vptr sanitizer.

This renames the existing v8_linux64_ubsan_rel_ng{triggered} into
v8_linux64_ubsan_vptr_rel_ng{triggered} and keeps using the
ubsan_vptr build and test config for it.

The TSAN builder will be split into builder and tester. This adds the config
for the builder, but keeps the configs for the testers to be removed after
the infra side switch.
This also cleans up redundant concurrent-marking configs, since concurrent
marking is on by default. This also removes a config of a builder that no
longer exists.

The multi-snapshot feature is only used on bots, where we need the
ability to execute tests with/without mitigations controllable through a
runtime flag.
This disables the flag by default and only enables it on bot configs.
Note: standard single-snapshot builds silently use the available
snapshot regardless of the value of --untrusted-code-mitigations.

Embedded builtins have been regressing benchmarks incrementally as
more and more builtins were moved to the embedded blob. This has made
recognition and analysis of other possible performance issues more
difficult.
Let's disable embedded builtins until their performance is at an
acceptable level.
