6f9d60cc6f Implement AggregatableHistogramTimer and use it to measure how much time 
of running a script is really spent in compilation. That is, sum up the
total time spent compiling (parsing + compile proper) within a run call
as seen through the API.

@jochen: So many questions:
- Is it ok to re-use V8.CompileLazy?
  This measures something a little different.
- clang-format does funny things to the huge macro definitions.
  I accepted clang-format changes for all code, but reverted for
  the #define orgies in counters.h. ok?
- Am I measuring the right thing. That is, are Aggregat[ing|ed]TimerScope
  in the right place?

I'll fiddle a bit more with this to see if it does the right thing. Would
be happy if you could still review now-ish.

e13996e96d Remove V8.ZoneSegmentBytes. 
1) It's unused. 2) Since Zones can be used on a background thread, the Zone
cannot just access this counter from the Isolate, so keeping this counter up to
date would require extra work. Better to just remove it.

d07a2eb806 Rename ASSERT* to DCHECK*. 
This way we don't clash with the ASSERT* macros
defined by GoogleTest, and we are one step closer
to being able to replace our homegrown base/ with

6d5d4b44b5 Remove a bunch of Isolate::UncheckedCurrent calls 
The callbacks are per isolate, so we shouldn't get the isolate implicitly
from TLS. Also, we shouldn't allow calls to these methods prior to
initializing the respective isolate (and silently ignore them).

Esp. add a per-isolate API to set the stats counter callbacks and
make it possible to set the stats counter callback after the isolate
was touched.

Embedders should use e.g. isolate->SetCounterFunction(callback) instead
of v8::V8::SetCounterFunction(callback).

a4506cd3f2 Move platform abstraction to base library 
Also split v8-core independent methods from checks.h to base/logging.h and
merge v8checks with the rest of checks.

The CPU::FlushICache method is moved to CpuFeatures::FlushICache

RoundUp and related methods are moved to base/macros.h

Remove all layering violations from src/libplatform

56a486c322 Use full include paths everywhere 
- this avoids using relative include paths which are forbidden by the style guide

- Don't bake in length/capacity into full codegen calls of stubs,
allowing boilerplates to increase their capacity without regenerating
code.
- Unify all variants of the clone stub into a single,
length-independent version.
- Various tweaks to make sure that the clone stub doesn't spill and
therefore need an eager stack frame.
- Handle all lengths of array literals in the fast case.

These classes are meant to replace OS::Ticks() and OS::TimeCurrentMillis(),
which are broken in several ways. The ElapsedTimer class implements a
stopwatch using TimeTicks::HighResNow() for high resolution, monotonic
timing.

Also fix the CpuProfile::GetStartTime() and CpuProfile::GetEndTime()
methods to actually return the time relative to the unix epoch as stated
in the documentation (previously that was relative to some arbitrary
point in time, i.e. boot time).

The previous Windows issues have been resolved, and we now use GetTickCount64()
on Windows Vista and later, falling back to timeGetTime() with rollover
protection for earlier Windows versions.

adab11d0f9 Revert "Cross-compiling from Linux to Android requires -lrt for the host toolset.", "Fix Visual Studio debug build after r16398." and "Reland "Add Chromium-style TimeDelta, Time and TimeTicks classes, and a new ElapsedTimer class."" 
This reverts commit r16398, r16399 and r16402 for breaking the Windows
WebKit tests. Will reland fix which doesn't use High Resolution Timer
for ElapsedTimer (we suspect QueryPerformanceCounter overhead is
responsible for test breakage).

We only do this for histograms, and not for counters, as counters might be used directly from generated code

30a0a7de43 Split nested namespaces declaration in two lines in accordance with C++ Style Guide. 
This issue was raised by Brett Wilson while reviewing my changelist for readability. Craig Silverstein (one of C++ SG maintainers) confirmed that we should declare one namespace per line. Our way of namespaces closing seems not violating style guides (there is no clear agreement on it), so I left it intact.

1a0ccbd927 Move the Counters to structures that can be POD initialized, avoiding the need for static constructors on program startup. They were only default initializing and doing some unneeded string operations.

32cf7fd9a1 Replaced calls to functions that msvc consider deprecated. Used 
Vector<...> in more places to be sure that buffers have a length
associated with them.
