Since its introduction (behind a compile-time flag), conservative stack
scanning was disabled by default on tests. This CL inverts this logic,
enabling CSS by default for all tests that do not define an explicit
scope to disable it.

The stack object is primarily used for conservative stack scanning, both
by the V8 and C++ garbage collectors. This CL introduces the notion of a
"stack context", which comprises of the current stack marker (the lowest
address on the stack that may contain interesting pointers) and the
values of the saved registers. It simplifies the way in which iteration
through the stack is invoked: the context must have previously been
saved and iteration always uses the stack marker.

This CL introduces the mechanism for conservative stack scanning (CSS).
Behind a compile-time flag, it also introduces a CSS pass which scans
the stack during the GC marking phase and marking verification. This
pass is now redundant, i.e., it is not needed for the correctness of
garbage collection. It will be used for experimenting with CSS and for
benchmarking.

safepoint scopes:
1) IsolateSafepointScope - performs an isolate local safepoint
2) GlobalSafepointScope - a global safepoint across multiple isolates
3) SafepointScope - chooses based on condition between local/global
This CL is not supposed to change current safepointing behavior in
any way. The CL renames the current SafepointScope to
IsolateSafepointScope and changes GlobalSafepointScope to always
perform a global safepoint. It then also introduces the new
SafepointScope and makes use of it for snapshotting and in heap.cc.

NewSpace is renamed to SemiSpaceNewSpace and NewSpaceBase is renamed to
NewSpace (the new PagedSpace new space implementation will be named
PagedNewSpace).
Most usecases are updated to use the base class rather than the concrete
semi space based implementation. To that end, the base class is extended
with additional virtual methods (for delegating to the concrete class).
This CL follows these guidelines:
(*) If at a method callsite we should know the exact new space
implementation we use, we cast to the concrete class. This is the case
for example for callsites in scavenger.*.
(*) If a method is called from outside the heap implementation or should
be present regardless of the concrete implementation, that method is
made virtual.
(*) Other cases are usually methods that are specific to a concrete
implementation but the concrete implementation is not known at the
callsite and there's no clear way to nicely abstract the method. In such
cases we cast to the concrete SemiSpaceNewSpace implementation for now
and we will revisit these cases once PagedNewSpace exists.

CodeSpaceMemoryModificationScope should only be used by the main

CodeSpaceMemoryModificationScope.
The reason for this is that CodeSpaceMemoryModificationScope is not
thread-safe. It assumes that no other thread is modifying code space
(either by setting memory permission or adding a new page).
This CL also replaces CodeSpaceMemoryModificationScope to
CodePageCollectionMemoryModificationScope in a few occurrences, where
the former is not needed. This should not hurt performance.

The SWEEPING phase in incremental marking was used to finish sweeping
of the last GC cycle concurrently before starting incremental marking.
This avoids potentially long pauses when starting incremental marking.
However this shouldn't be necessary in most cases where sweeping is
already finished when starting the next cycle. The implementation also
didn't cleanly separate the GC cycles.
In case the sweeping phase is necessary for pause times, we can
introduce a "CompleteSweep" phase which runs right before starting
incremental marking.

Apart from removing Min and Max (utils.h), this is mostly a renaming.
In a few cases I had to add a cast. In a bunch of cases I had to use
initializer lists to force call-by-value for static member constants
because call-by-reference wouldn't compile (like in the previous CL).
In a few places I used initializer lists in place of nested min/max
operations.

in favour of different solution. In order to simulate filling up a page,
it's not suitable to look at the limit() since there might be observers
that have lowered it, so the page will not actually be full.
Instead, let's relax the CHECK() in CreatePadding() to not look at the
limit() but all available space.
For instance, the test-heap/Regress978156 cctest uses FillCurrentPage()
to fill the current page. However if there's an observer on the current
page, it will not be filled entirely and the test will fail. This works
because by default, when the new space is empty, the scavenger observer
happens to be on the second page of the space. However if one changes
the V8 page size to 512k, then it fails.
This can be reproduced as such:
# Make sure the scavenge trigger is on the first page.
./cctest test-heap/Regress978156 --scavenge-task-trigger=10
# Stress marking adds random observers to trigger incremental
# marking.
./cctest test-heap/Regress978156 --stress-marking=100
This issue also causes crashes when using the %SimulateNewspaceFull()
runtime test function, as found by fuzzing and you can find more details
in the bug.

Cr-Commit-Position: refs/heads/master@{#69576}
The cctests need to simulate full pages, however the calculation of the
remainging available space is wrong causing an assertion when we change
the V8 page size to 512K:
$ cctest test-array-buffer-tracker/ArrayBuffer_PagePromotion
#
# Fatal error in ../../test/cctest/heap/heap-utils.cc, line 94
# Check failed: padding_size <= overall_free_memory || overall_free_memory == 0.
The reason is:
- On startup, we register a scavenger observer on the new space. The
observer is set to trigger when the new space capacity is at 80% by
default.
- On linux, the initial capacity of the new space is 512K, so the
scavenger observer will be placed at 80% of 512K, which will either
be in the second page of the space if the page size is 256K, or in
the first page if the page size is 512K.
- When placing the observer, if the observer hits the first page, we
lower the allocation limit (see `ComputeLimit()`). This makes sure
the observer isn't skipped by allocations inlined in generated code.
However, when we simulate filling the current page, we compute the space
left in the current page by comparing the top with the `page_high()`
rather than `limit()`. This was done so the tests would also work when
inlined allocations are disabled. If we don't look at the `limit()`, we
don't take the observer into account and fill more space than is
available, triggering the assertion.
This can also be reproduced by reducing the % at which the scavenger is
triggered so that it hits the first page instead of the second when the
page size is 256K, for example passing --scavenge-task-trigger=10.
