Because the blur_one_direction routine, only reads the
source buffer once for each result, it can be used to
blur inplace. This allows the code to avoid using
a temporary buffer for the intermediate result.
This produces the same pixels according to skdiff, and
has the same speed.

This also makes *sure* the CPU frequency we set the
device to actually "takes". Along the way, I learned
if scaling_max_freq is < the frequency we set, the
scaling_max_freq will be used instead, which was
happening to the PixelCs and AndroidOnes.
As a result, this may make those two Test- configs faster.

It seems that we don't have to worry about MSVC's performance.
If we're worried, we can revert this CL after the run of our perf
bots so I can get the latest performance benchmark.
A large set of golden images in MSVC config are expected to change
with this CL.

This change swaps the sense of the tonal color shadow flag, so
tonal color will always be on unless explicitly disabled.

1) validate allocInternal args - these can originate either from users
or deserialization
2) skip invoking SkTypefaceResolverProc if we failed to read a valid id
in SkTypefaceResolverReadBuffer::readTypeface

Flat varyings aren't supported with ES 2.0, so just
fall back to non-flat if we can only handle float.

On certain iOS devices half has a mantissa of only 10 bits, which is not
enough to perform the floating point trickery to get the lower bits
out of the "texture coordinates". Instead we use int if available, and
float if not available.
Also re-enables multitexturing for iOS and adds a sample which
stresses the issue.
