The NameToType() function and type argument passed to Register are never
used, so remove them.
While we're at it, switch the stragglers over to use the
SK_DEFINE_FLATTENABLE_REGISTRAR_ENTRY macro. The only remaining direct
calls to Register are for legacy effect names, to be deleted in another
CL.

This should let getTypeName() and serialization work even
when deserialization factories haven't been registered.
I've made getTypeName() pure virtual like getFactory(),
and moved all the overrides into SK_FLATTENABLE_HOOKS,
cleaning up all the various ways we've done it before.
All the subclasses override getTypeName() and getFactory()
privately, so there should be no need to document them?

Converts GrResourceProvider::Flags and GrResourceCache::ScratchFlags
to "enum class" and fixes a case where we were accidentally using the
wrong type of flag. Makes sure to allocate GrSWMaskHelper proxies with
kNoPendingIO.

The PathText samples extracted glyph paths in the constructor, which
means that this is done when the sample is created instead of when it is
actually going to be drawn. This interferes with debugging other
samples, so delay extracting the glyph paths until onOnceBeforeDraw.

The glyph transform sample often looks empty when seen in Viewer since
it doesn't loop and the drawing is often out of range by the time the
sample is seen. Make the sample loop, correct 't' to be in milliseconds,
correct 'sq' to sqrt, move the origin to the draw, make the text draw
centered at the origin, and update the animation based on the size of
the sample.

What is left of the SkView system is used only by samples or viewer.
As a result, move it out of the Skia source tree and re-organize so it
is a bit easier to understand and use more shared code.
Move samplecode/ClockFaceView.cpp to samplecode/SampleTextEffects.cpp,
sice that's what's actually in it.
Move SkAnimTimer.h to tools/timer, since it's actually shared between gm
and samples.

Create new header and namespace, `SkUTF` where we are putting all of our
robust, well documented UTF-8, UTF-16, and UTF-32 functions:
`SkUTF::{Count,Next,To}UTF{8,16,32}()`.
SkUTF.h and SkUTF.cpp do not depend on the rest of Skia and are suitable
for re-use in other modules.
Some of the old UTF-{8,16} functions still live in SkUtils.h; their use
will be phased out in future CLs.
Also added more unit testing and cleaned up old tests.
Removed functions that were unused outside of tests or used only once.

The most common use-case for F16 is to draw things that are explicitly
outside of [0,1]. We can't prevent out-of-range values in general, users
could just draw out-of-range content in src mode. We've decided that
it's best to avoid surprising behavior, and trust the user in these
situations.

Remove scissor rect from GrPipeline.
Draws can specify "fixed dynamic state" which doesn't use the dynamism at
all or can specify dynamic state arrays with an entry per GrMesh.
When we state other than scissor rects this will allow the caller to
use a mix of truly dynamic and fixed dynamic state. So a caller that
only has dynamic scissor rects doesn't need to store its remaining
unvarying state in an array.

Use std::swap instead. It does not appear that any external user
specializes SkTSwap, but some may still use it. This removes all use in
Skia so that SkTSwap can later be removed in a smaller CL. After that
the <utility> include can be removed from SkTypes.h.

The Atlas and BitmapRect samples do a great deal of work in their
constructors. In particular this makes setting breakpoints deep in the
glyph handling code more problematic that it needs to be, since these
will call into the glyph code when they are created which can happen
quite early. A great deal of this code does not need to run in the
constructor in any event, the work only needs to be done once before the
sample is drawn. As a result, defer this work into onOnceBeforeDraw.

We need to handle the bounds for transformed color emoji the same
way we handle the bounds for distance field text. Without this
bounds correction, the glyphs were being clipped out.
Also adds a sample to test this case.

The 3x3 inverse grew unstable on small curves with large coordinates,
not to mention being inefficient. This fixes many bad pixels on the
chalkboard.
Also begins scaling curve gradients by the AA bloat, in order to match
triangle edges more closely and visualize curve AA in the ccpr sample.

Modifies triangle corner shaders to just approximate their coverage with
linear values that ramp to zero at bloat vertices outside the triangle.
For the vertex backend, since corners now have the same fragment shader
as the rest of the triangle, we fold them in with the other steps and
draw triangles in a single pass.
The geometry backend still draws triangles in two passes, as there is
not an apparent performance advantage in combining them.
Updates SampleCCPRGeometry to better visualize this new geometry by
clearing to black and drawing with SkBlendMode::kPlus.

Updates the geometry shader backend to match the vertex backend and draw
triangle rasters together with their their edges in a single draw call.
This gives a performance boost as well as cleaning up some API
awkwardness.
This is one step toward the final goal of drawing ccpr primitives in a single
pass.

To try to reduce memory usage, the atlas will look for space in
the earliest created pages and then invalidate plots in the latest
page to try to move those plots into an earlier one. The problem
was that the available space was not being evicted, so we kept loading
data back into the latest page.

On certain iOS devices half has a mantissa of only 10 bits, which is not
enough to perform the floating point trickery to get the lower bits
out of the "texture coordinates". Instead we use int if available, and
float if not available.
Also re-enables multitexturing for iOS and adds a sample which
stresses the issue, and a version of fontcache that tests multitexturing.

any). Allow setting the repetition count manually, so that the
animation will stop after n+1 total cycles (unless -1 is used for
infinite).
If the animation is complete, make start reset it.
When the animation is not running, make update return max double (i.e.
no need to update any time soon).
Fix a bug where the first call to update returned -1.
Share write_bm with CodecAnimTest, for debugging.
Update Sample to check isRunning rather than keeping its own record
of whether the animation is running.

SkAnimatedImage is designed around a specific Android use case, so move
it into the android folders.
Make SkAnimatedImage hold an SkAndroidCodec (instead of an SkCodec).
Expose fCodec so that SkAnimatedImage can animate by using the internal
SkCodec.
Update the sample to use SkAndroidCodec.
Allow webp to decode a scaled down animation. For RestoreBG frames,
adjust the frameRect (which is erased) to account for the scaling. Add
a test to verify that we decode a webp with a RestoreBG frame
successfully. Disable scaling for later frames in other formats (GIF,
for now), since the code for erasing a RestoreBG frame is currently
unaware of the sampling.

SkAnimatedImage is a simple drawable for animating a GIF. Thread-safety
is left up to the client. At most two bitmaps are stored in the
drawable; one for the current frame and one for a frame that may need to
be restored. The backup frame prevents some cases where we would
otherwise have to re-decode from the beginning of the image.
The API lets the client set the time value, and decodes to match that
time.
TODO:
- Callback for when the animation is complete
- Ability to use SkAndroidCodec
- Modify the loop count (or leave that up to client?)
- Better and/or client-specific caching
Other changes:
- Add a sample which animates a GIF
- Reenable SK_CODEC_PRINTF for debug builds and Android

It isn't necessary for the vertex shader to know all the points
because everything happens in the geometry shader. It's simpler to use
regular vertex arrays instead.

Points cost 8 bytes and indices cost 4. If a point is accessed twice,
it's a wash whether we duplicate it or index. This change eliminates
texel buffers by duplicating points across instance arrays. This
reduces our dependence on extensions as well as getting rid of our
indirect memory access pattern in vertex shaders.
As a result of this change, memory usage by GPU buffers will only be a
fraction larger at worst, and slightly better at best.
