SkRecorder has some private Skia behavior with the way it handles an
SkNoDrawCanvas that is not exposed. In particular, it's able to create
an arbitrary SkIRect device clip at construction time.
This is a performance optimization when reusing SkNoDrawCanvas across
multiple recordings instead of reconstructing a new canvas every time.
https://codereview.chromium.org/2768143002 is trying to implement
another version of SkPictureBuilder/SkRecorder and so wants to be able
to use similar SkNoDrawCanvas behavior.

SkNoncopyable declares (but does not define) its copy constructor and
copy assignment operator. These are also private so the error for misuse
happens at compile-time instead of link-time.
However, this seems to be from before C++11.
Because other constructors were declared, the compiler does not generate
a move constructor or a move assignment operator. The result of this is
perfectly legal non-copying scenarios are also accidentally blocked. An
example of this is returning the non-copyable type. The object being
returned is a candidate for a move, since it is about to be destroyed.
And in C++17 copy elision is actually guaranteed.

This is the other half of https://skia-review.googlesource.com/c/7874/,
adding the cull-shrinking feature of SkBigPictures to SkMiniPictures.
Like SkBigPictures, shrink only when we're asked to build an R-tree.
(We don't actually build a tree for one rect, of course.)
We could do unconditionally, but SkPictureImageFilter uses the cull rect
as its crop. It's unclear to me what this image filter unit test I've
changed here was intending... had it had two draws we would have shrunk
its cull, but because it was hitting the 1-draw SkMiniPicture path it
kept the larger user-supplied cull.
As the test doesn't appear to have been written with cull shrinking in
mind, I've removed its SkRTreeFactory to keep that feature explicitly
disabled there.

This change is needed since once we start getting support for varrying of extensions
and newer version support in general, we need a common vulkan header to compile off of.
Otherwise we will run into problems if clients have older headers that don't include
functions/symbols we are trying to use.
Additionally it has the benefit of not needing to add if SK_VULKAN around code in
include which wants to use vulkan symbols.

Just a refactor - reimplements the shader xforms with makeColorSpace().
11 gms have diffs. Some are down to floating precision. The old
implementation would go float->fixed->float in some cases. Others
are due to improvements with gradient shaders inside local matrix
shaders.

Add SkCodec::FrameInfo::fAlphaType. The SkImageInfo for the SkCodec
specifies the SkAlphaType for the first frame, but the opacity can vary
from frame to frame.
When determining the required frame, also compute whether a frame has
alpha. Update how we determine the required frame, which had bugs.
(Update a test that had an incorrect required frame as a result.)
Add new test images covering cases that have been fixed:
- randPixelsAnim2.gif
It has the following frames:
A (keep)
B (keep) (subset)
C (disposePrevious) (covers B)
D (any) (does *not* cover B)
B and C depend on A, but D depends on B, since after disposing C, B
should be visible again.
- alphabetAnim.gif
Includes frames which fill the image size, with different disposal
methods and transparencies.

Currently, GrConfigConversionEffect is able to round-trip on many
mobile GPUs because it uses highp for all intermediate variables
(including the texture fetch result). Separating the texture sample
into a different processor breaks that.
This is a blunt instrument, not to be used lightly.

The FontMetricsFlags::kUnderlineThinknessIsValid_Flag has a typo in it.
Fortunately no user currently uses this enumeration value by name but
instead uses the getter so the name can be updated.

If SkRefCnt_SafeAssign is erroneously invoked simultaneously by two
threads on the same destination, a likely outcome is that the
reference count of an object other than the replaced dst will
be decremented. This results in an extra reference count decrement,
which usually means that the final reference count decrement will
be applied to a random location in an object that has already been
reallocated. This is exceedingly hard to debug.
We add a hack to detect such data races with sufficiently high
probability, so that such a data race bug should sometimes actually
generate bug reports that lend themselves to diagnosis.
We detect changes within a relatively larger range that normally
includes several (typically slow) memory fences. Not all such changes
would provoke a crash. Even if we decrement the wrong reference count,
there's a chance we would decrement a dead location. Thus, to
avoid potentially adding instability, we currently only log.
This change tries to minimize additional runtime overhead.
The macro is only expanded a few dozen times, so we do not worry too
much about code size.

Added PremulOutput and UnpremulOutput FP helpers. These are used
(rather than GrConfigConversionEffect) when working with FP16
textures (and will also be used for other configs that can't be
round-tripped via rounding).

This reverts commit fbb56ce83f.
Reason for revert: Chrome's ancient libstdc++ doesn't like use of steady_clock
Original change's description:
> Add a new GrResourceCache purging mechanism for purging unused resources.
>
> The client may call GrContext::purgeResourceNotUsedSince() with a stead_clock::time_point and all resources that have been purgeable since before that time point are purged.
>
> This is intended to replace the "max unused flushes" purging mechanism once Chrome adopts it.
