The wasm-scope-info-liftoff.js and wasm-set-breakpoint-liftoff.js tests
were originally testing the Liftoff path (when we still had the Wasm
interpreter), and have received some updates along the way. Nowadays the
interpreter is going and the non-liftoff versions of these tests don't
provide any additional test coverage, but are merely a slightly less
updated version of the liftoff test.

Test creates out-of-memory condition. Running that test in the
stress_concurrent_allocation variant might lead to "ineffective GCs"
failure before going OOM. Simply do not run this test for that variant.

The code offsets are sometimes wrong when compiled with streaming
compilation. Thus add more tests for synchronous, asynchronous, and
streaming compilation. The reported code offsets should all match. This
will be fixed in a follow-up CL.
In order to make asynchronous WebAssembly compilation finish, the
inspector-test executable needs to pump the message loop before waiting
for new tasks to come in, just as other executables like d8.
This is added in this CL, but because of another bug this is skipped in
the stress-incremental-marking variant. Hence the new tests are also
skipped there.

Asan complains about the alloc-dealloc-mismatch because the startup data
is allocated via "new[]" in snapshot.cc and deallocated via "delete" in
inspector-test.cc.
A more failure-proof fix would be to have {StartupData} manage the
lifetime of the contained char*, but since this is in an API object, the
refactoring might be more involved. Since other users also just dealloc
explicitly via "delete[]", this CL just fixes the issue in
inspector-test.cc.

While writing a new test I realized that the test did not fail if
running into a CHECK or UNREACHABLE *after* printing the last expected

That is because both stderr and the exit status are ignored. This CL
fixes that.
This will uncover a lot of memory leaks, which I plan to address in
follow-up CLs.

This is a reland of b8f9166664
Difference to previous CL: Additional functionality to specify
incompatible flags based on GN variables and extra-flags, used
to fix the issues that came up on the waterfall.
This also changes the rules regarding repeated flags: While
explicitly repeated flags are allowed for boolean values as long
as they are identical, repeated flags or explicit flags in the
presence of an active implication are disallowed for non-boolean
flags. The latter simplifies specifying conflict rules in
variants.py. Otherwise a rule like
INCOMPATIBLE_FLAGS_PER_EXTRA_FLAG = {
"--gc-interval=*": ["--gc-interval=*"],
}
wouldn't work because specifying the same GC interval twice
wouldn't actually count as a conflict. This was an issue with
test/mjsunit/wasm/gc-buffer.js, which specifies
--gc-interval=500 exactly like the extra flag by the stress bot.
Also, this now expands contradictory flags checking to d8 flags
for consistency.

The reference types wasm proposal dropped all subtyping. Subsequently,
the 'anyref' type was renamed to externref.
This changes all references of the *type* anyref to externref.
Additionally, the flag that permits this extension is renamed to
"reftypes" to mirror the proposal name.

The serializer currently cannot handle a heap state containing
arbitrary compiled Code objects. As a quick fix for the
--stress-snapshot d8 flag, we clear compiled data from the isolate
prior to the serialize-deserialize-verify pass.
With this change, mjsunit tests pass on x64.
The %SerializeDeserializeNow() runtime function would require more
work, since it is not possible to mutate the heap to this extent while
still preserving a runnable host context and isolate. We will need
another solution there.
Drive-by: Skip the stress_snapshot variant except for the mjsunit
suite.

v8.1 has a stability issue where we free code too early. Thus disable
for now, such that we can merge this back to v8.1.
v8.2 does not have this problem, since https://crrev.com/c/2078583 fixed
it. This CL is not easily backmergable though.

When stepping in from JS, the stepping frame ID will not be set.
Instead of ensuring to set it properly, we can just skip the check for
the frame ID. It was needed before, when we didn't properly reset
stepping information. Now, it's redundant anyway.
Also, ensure that we don't redirect to the interpreter if the
--debug-in-liftoff flag is set.
Drive-by: Fix and clang-format some parts of the test (no semantic
change).

There are only three tests with differing behaviour if Liftoff is used
for debugging.
This CL thus stages the --debug-in-liftoff flag behind --future (tested
by the "future" variant) and excludes the three tests.
This allows us to test the other (already working) tests for
regressions, and iteratively shrinking down the list of failing tests.
Drive-by: Tier down modules in tests before testing debugging features
to avoid hitting a DCHECK in Liftoff recompilation for debugging.

This CL adds a --debug-in-liftoff flag, which takes another path in
{WasmScript::SetBreakPointForFunction}, and sets the breakpoint via
{wasm::DebugInfo} (Liftoff-related) instead of {WasmDebugInfo} (C++
interpreter related).
Actual breakpoint support is not there yet, so the new test which sets
this flag does not currently break anywhere. This will change with a
future CL.

Nop bytecodes are required only for break locations in debugger. Since nop bytecode doesn't change program state we can remove all of them.
There are at least two changes which this CL produce:
- we don't provide break position when we load local variable (still provide when load variable from global),
- we don't provide break position for statements without actual break positions (e.g. "a;") - these expressions should be super rare and user always can set breakpoint before or after this statement.

Goal of this CL: explicit return from non-async function has position after
return expression as return position (will unblock [1]).
BytecodeArrayBuilder has SetStatementPosition and SetExpressionPosition methods.
If one of these methods is called then next generated bytecode will get passed
position. It's general treatment for most cases.
Unfortunately it doesn't work for Returns:
- debugger requires source positions exactly on kReturn bytecode in stepping
implementation,
- BytecodeGenerator::BuildReturn and BytecodeGenerator::BuildAsyncReturn
generates more then one bytecode and general solution will put return position
on first generated bytecode,
- it's not easy to split BuildReturn function into two parts to allow something
like following in BytecodeGenerator::VisitReturnStatement since generated
bytecodes are actually controlled by execution_control().
..->BuildReturnPrologue();
..->SetReturnPosition(stmt);
..->Return();
In this CL we pass ReturnStatement through ExecutionControl and use it for
position when we emit return bytecode right here.
So this CL only will improve return position for returns inside of non-async
functions, I'll address async functions later.

The variant in question was intended to test Crankshaft, which is being
deprecated. Note that the variants 'nooptimization' and 'fullcode' still
test configuration where TurboFan is not active.

The collection builtins (Map, Set, WeakMap, WeakSet) are still written
in JavaScript and make heavy use of %_ClassOf, which is kind of
expensive compared to a simple instance type check. Change that to use
simple instance type checks instead.
