After looking at it again, we don't need autoreleasepool blocks in
as many places as I originally thought, so this removes those. In
doing so I found that we were leaking SamplerState and DepthStencilState.

Things to look at first are the manual changes:
- added tools/rewrite_includes.py
- removed -Idirectives from BUILD.gn
- various compile.sh simplifications
- tweak tools/embed_resources.py
- update gn/find_headers.py to write paths from the top
- update gn/gn_to_bp.py SkUserConfig.h layout
so that #include "include/config/SkUserConfig.h" always
gets the header we want.

Changed the python script to operate on all shaders in the directory,
handling SPIR-V appropriately, and collating data across backends.
Made the output CSV, so that it imports into spreadsheets directly
(and handles missing columns cleanly).
Removed all the JSON digest logic - this was overkill at the moment,
and it made it tricky once we were combining information from GL and
Vulkan. Also, the hit count data was probably misleading - it didn't
count hits at the program cache level, just the persistent cache.

When in GL backend, adds a "Shaders" section to the debug menu.
"Load" scrapes all of the vertex and fragment shaders being used,
then displays them. They can be edited, and "Save" pushes the
results.
Note: It is trivial to trigger an assert by saving a shader that
doesn't compile. I'd like to make the program builder more robust
in a follow-up CL, to fall back to the "real" SkSL, not draw, or
something along those lines.

There is some logic in here for 2.0 as well, just as a
"as long as I was looking at the specs", but only 1.0
is really supported.
This seems to resolve the bug where some GPUs weren't
advertising correctly that they had vertex array object
support, by checking for both extension names (with and
without "GL_" prefix)
Of note, this saves about 18 Kb (5.5 Kb gzipped) of code size
by compiling out the unneeded GLES checks/functionality.

based on that.
This approach will hopefully will lessen the need for
"shotgun surgery" anytime a new function/extensions is added.
Additionally, it should be easier to add a new standard
(concretely, WebGL) using this technique.
There are a few potential bugs/mismatches in the current
implementation that this has identified, for example,
Requiring GL 3.x for adding a feature, but only verifying
it is there on GL 4.x - I did not attempt to correct these
bugs in the old version, as we will hopefully be able to delete

kUnbudgetedCacheable now means that the resource is never purged
until its unique key is removed.
This fixes an issue where a cached texture for a promise image
might get purged by cache pressure. This in turn could cause
Skia to call the promise image's Fulfill proc multiple times with
no intervening Release calls. The balancing Release calls would
occur, but the policy is that each Fulfill should be balanced by
Release *before* another Fulfill.
Update/add unit tests.

Removes the notion of a stashed atlas that we store from the previous
flush. Now we just cache every atlas we ever render. Cached atlases
can either be 16-bit or 8-bit.
The "reuse" and "animation" cases should both behave exactly the same
as before: Where before we would copy from the stashed atlas to 8-bit
atlases, we now copy from a cached 16-bit atlas and then invalidate
it. Where before we would recycle the stashed atlas's backing texture
object, we now recycle this same texture object from an invalidated
16-bit cached atlas.
The main difference is that cases like tiled rendering now work. If
you draw your whole scene in one flush, you still get one big 16-bit
cached atlas, just like the "stashed atlas" implementation. But if you
draw your scene in tiles, you now get lots of little cached 16-bit
atlases, which can be reused and eventually copied to 8-bit atlases.

Only CCPR (and related unit test) requires the op list ID. Now CCPR passes

It turns out that SkDeviceProfile is no longer used and can just be
deleted. The ResourceCacheTest and DebugGLTestContext are changed to use
smart pointers where possible. This also clarifies the squirrelly part of
the test. DebugGLTestContext is going away soon anyway.

Now that the path cache is implemented, we can use ccpr everywhere.
Modifies ccpr to not cache unless the "fAllowPathMaskCaching" context
option is enabled.
Adds a small condition to skip complicated paths with more vertices
than pixels, simply so we don't regress a couple testcases.
Updates skpbench to do three draws before starting the timer, in order
to prime the cache.

Implement caching as follows:
1) Instead of deleting the mainline ccpr atlas when finished, stash it
away from flush to flush.
2) On subsequent flushes, check the stashed atlas to see if we can
reuse any of its cachable paths. Copy reusable paths into 8-bit
literal coverage atlases and store them in the resource cache.
3) Recycle the stashed atlas texture for the remaining paths in the
flush.

PS5: Removes SkDestinationSurfaceColorMode, tracking of mipmap
mode on GrTexture, sRGB decode state per-texture. Because we
were often choosing sRGB configs for RGB color types, legacy
rendering would then be incorrect (too dark). So...
PS7: Stops ever using sRGB pixel configs when translating
image info or color type. Also removes a bunch of GrCaps bits
and a GrContextOption that are no longer relevant.
PS9: Adjusts surface creation unit test expectations, and
changes the raster rules accordingly.
At this point, sRGB configs are (obviously) going to be broken.
Locally, I ran 8888, gl, and the gbr- versions of both. Across
all GMs x configs, there are 13 diffs. 12 are GMs that create
surfaces with a color-space attached (and thus, the offscreen
is no longer getting sRGB pixel config). The only remainder
constructs an SkPictureImageGenerator, (with an attached color
space) and renders it to the gbr-gl canvas, which triggers a
a tagged surface inside the generator.

Reland all the things
This CL splits the old GrAtlasGlyphCache into a GrAtlasGlyphCache and an GrAtlasManager.
The GrAtlasManager itself is split into a rather limited base class (GrRestrictedAtlasManager)
and the all powerful GrAtlasManager. The GrRestrictedAtlasManager is available at op creation
time and provides access to the proxies backing the atlases. The full GrAtlasManager is
only available at flush time and allows instantiation of the proxies and uploading to them.
In the DDL world all of the DDL Contexts will receive a GrRestrictedAtlasManager-version of the
GrAtlasManager in the main thread. This future atlas manager will have had all of its
GrDrawOpAtlases created (but not instantiated) so there should be no race conditions.

Previously, we were reporting numbers that were far too low, because
we were getting way ahead of the GPU, and then spending all of our time
in finish (which isn't timed). That led to us picking very high loop
counts, so our wall clock time to run nanobench was very high, and our
reported times were very low. This fixes all of that, and removes all
the spam about not having fence support.

This was created by looking at warnings produced by clang's
-Wzero-as-null-pointer-constant. This updates most issues in
Skia code. However, there are places where GL and Vulkan want
pointer values which are explicitly 0, external headers which
use NULL directly, and possibly more uses in un-compiled
sources (for other platforms).

Choosing pixel formats is quite slow (depending on driver?). We were
doing this once per context, and it added up. On my desktop windows
machine, this saves another 7 seconds in `dm --config gl --src gm`.
Actual times:
37s -> 30s (not writing PNGs)
47s -> 39.5s (writing PNGs)
We always called this with MSAA sample count set to zero, so I cleaned
up the code to make that clearer. Also included a comment about the
theoretical risk, although I think that outside of a multi-GPU system,
we're fine.

making the callback object a purely virtual interface. ref/unref on the
callback interface would conflict with existing ref/unref methods on the
subclass. It is now the caller’s responsibility to ensure the lifetime
of the callback is tied to that of the context.

This change is needed since once we start getting support for varrying of extensions
and newer version support in general, we need a common vulkan header to compile off of.
Otherwise we will run into problems if clients have older headers that don't include
functions/symbols we are trying to use.
Additionally it has the benefit of not needing to add if SK_VULKAN around code in
include which wants to use vulkan symbols.

This change prepares for that by creating separate draw functions on GrRenderTargetContext for GrMeshDrawOp-derived ops. This is temporary and will incrementally be undone as pipeline-creation deferral rolls out to the GrMeshDrawOps in a later phase of this work.
